Thanks motion from Jalpaiguri


We bid good-bye to the delegate friends! Our heart aches with this separation. we hope that you have reached home by this time and are musing over what had happened in all these days of your subornment. We would all send you off with hearty gratitude. Your presence and participation in all the programmes of the 25th Biennial Conference brought the people of this small town of Jalpaiguri and the venue of the conference at Lataguri pulsating to life. Whether in the Divisional Office in the programme of hoisting of Flag of our beloved association and two and a half km walking through different parts of the town elated us with great joy and it has gone to establish that “Quantity is not all, Quality is the last word”. Hats’ off to you all.

We would offer the success of the Conference to the Founder Members who had taken much pains to found this Jalpaiguri Unit in 1959 with only 19 members!

Some of the words which I missed in my thanks giving address, are mentioned in this note for its completion. The foremost among them is the faith and trust of the General Secretary on us for this gigantic job in a place 40 kms away from the Jalpaiguri town. It is really a “Tryst with Trust”. We would salute the All India Leaders with Sri Manohar Veigas in the van. Secondly, the Divisional Units at Kolkata, Guahati, Jorehat, Bongaigaon remained in constant touch with us in the matter of organising this huge job for the last six months, to enkindle the strength innate in us to make the Conference a thunderous success. Our special thanks are to the Units at Udupi, Surat, Ahmedabad, Vododara, Shimoga, Mumbai, Delhi, Agra, Baraily, Kanpur, Dehradun, Lucknow, Gwalior who added to the luster of the Conference by their rich deliberations and hearty co-operations. The offering of “Gamocha” to all the delegates and participation in the traditional “Bihu Dance” by the Guahati friends shall be ever lasting in the minds of us. Our hearty thanks are to Mr. R.P. Saxena of Agra Unit who notwithstanding his tiredness for more than 20 hours belated journey of train conducted the Open Session and Cultural Function smilingly for long hours. We are indeed indebted to him and our joy knows no bounds.

This 25th All India Biennial Conference shall everlast in our minds from various angles. The presence of Padmasree Karimul Haque added to the glamour. More than five hundred people were present in the Open Session in the Art Gallery Cineplex fully packed up to its capacity in two floors.

I specially missed Mr. Lalwani who prompted me to hold the Conference in the Gorumara Forest beset with animals and birds. Alas ! Mr. Lalwani is no more. He breathed his last a few months earlier to the Conference. I cannot help mentioning the name of A.B. Ojha who always encouraged me to hold the Conference in the lap of the jungle. It is my pleasure that we could rise to the occasion. A big contingent of delegates came from Kolkata with our veteran leader Sri Sunil Dhar Choudhury. Our sincere thanks are to Sri S.S.Jain and Sri Kandwal who had taken much pains at his old age to come from the distant part of Delhi, who encouraged us always to go ahead and not to look back till goal is achieved. We are thankful to them and others for whom age and distance were not bar to be part of the Conference and meet one another in a lonely jungle resort.

Friends, we tried hard to make the Conference a great success with comfortable board and lodging in the lap of the nature. Still there might have been lapses in one point or another for which I appologise on behalf of the Host Division. The absence of the President and Working President was regretted. They could not overcome their preoccupations and other encumbrances.

Congratulations to the newly elected Office Bearers of our esteemed association. We extend our hearty good wishes for the next Host Division to hold the 26th session with still more grandeur and colour.

Dear Friends

At the outset, I thank you all for re-electing me unanimously as your General
Secretary for one more term and giving me an opportunity to work with the newly elected
President, Shri M.P. Mittal & Working President, Shri Kalapi Desai.
I also congratulate our newly elected Office bearers & Working Committee Members.
Infact , we had detail deliberations on Organising matters and other important issues in a
very conducive environment. All this was possible because of the best arrangements in
place managed by the Jalpaiguri Host Division. It is remarkable to note that they have put
all their resources from manpower to finance to make this mega event a success. The only
set back for the Host Division was the receipt of Donation from various Units, which led to
the deficit. This matter was brought to light during the concluding agenda under any other
matters. I am equally happy to note that many Units voluntary came forward and assured
their  best possible contribution towards the same.
After the conclusion of the Biennial Conference on 8th November,2017 late evening,
Myself and our Treasurer, Shri Walter Martis along with the Office-bearers and Treasurer of
Jalpaiguri Units at together and reconciled the total defici twhich amounted to Rs.2,87,000/-.
We asked the Jalpaiguri Unit to honour the deficit dues from their own personal source till
the amount is made good by the Units, which they agreed to with a condition that
contribution from various Units should reach Jalpaiguri Unit Bank Account by 20th November
Meanwhile, I am pleased to note that following Units had assured the House that
they would remit the following amount to make good the deficit.

1.Ahmedabad 50,000/-
2.Agra 50,000/-
3.Surat 25,000/-
4.Bongaigaon 20,000/-
5.Guwahati 20,000/-
6.Kolkata 10,000/-
7.Jorhat 10,000/-

From the above, we are assured to receive Rs.1,85,000/-.The amount of the
Unit’s contribution will be added to their total Donation contribution to the Biennial
Conference. The Finallist of Donation Contributed by various Units would be put upon
01.12.2017.However, we still have a deficit of nearly Rs.1,00,000/-. Hence, I request other
Units and the above Units (especially Guwahati & Jorhat) to contribute little more so that
we would be able to wipe out the deficit once for all.
Your contribution should be deposited to the following Bank of Jalpaiguri
Division at the earliest under intimation to them.

Reception of delegates and observers coming by TRAIN to N.J.P.(New Jalpaiguri) Rly. Station on 5/11/2017 :

Hired carriages(Cabs) have been arranged to carry the delegates and observers to the venue at Lataguri, 45 kms away from NJP Rly. Station. They are specially requested to alight at the station and use the Escalator to reach the ‘Help Desk’ just outside the platform. Volunteers will be present with Festoons and Banners to receive the guests.

The delegates and observers at the venue at Lataguri will be collected by us through vehicles to Jalpaiguri town after the early lunch (within 12 noon) was over at the venue so as to reach the L.I.C.I., Div. Office, where delegates and observers coming from all the places and the local persons shall assemble together to participate in the following programmes starting from 3 pm. The programmes will be as under :
1. Flag Hoisting
2. Gate Meeting
3. Parading through main thorofares of the Jalpaiguri town reaching to Art Gallery Cineplex for holding the “OPEN SESSION” of the Conference.
After the Open Session was over delegates and observers shall be carried by us by the same vehicles to the same venue at Lataguri


Programmes of 7/11 and 8/11 are given below :

The Conference tiime as per schedule starts from 10-00 am and runs upto 1-30 pm and then the afternoon session will starts from 3-00pm to 5-00 pm. It may vary as per All India directions.
In both the days the breakfast will be within 9-00 am, Lunch within 1-30 to 3-00 pm, evening snacks betweein 6-00 to 6-30 pm and dinner will be at 9-00 to 10-00 pm.


7th Nov.
1.6pm to 6.30 pm Tribal Dance in open space.
2. 6.30pm to 7 pm. Handi dance of Biswanath.
3. 7pm to 9pm quiz on hind song conducted by a local team.(Indoor prog.)

8th Nov. 1. Bihu and prog.of Udipi.

Prog for members who are interested to take part ,we have to think about its time allotment.


After the cultural function on 8th November evening, the concluding day, it has been proposed that a Traditional Dress Competition has been floated. Members of each unit may attend the particular event both male and female wearing Traditional Dresses. An expert committee will select the best three persons for awarding special prizes to them. This competition has been floated by our Event Management Group – “BAGPACKERS”.

विभीषण के बताते ही कि इसके नाभि में अमृत है और यह उसीके बल से जी रहा है , राम ने कराल बाण हाथ मे लिये। प्रभु के ऐसा करते ही सर्वत्र अशुभ सकुन होने लगे । गदहे ,सियार, कुत्ते रोने लगे , पक्षी अशुभ बोलने लगे , दशों दिशाओं में त्राहिमाम हो गया , सूर्य को बिना योग ही ग्रहण लग गया , मूर्तियां रोने लगी। प्रभु राम ने फिर एक ही बाण से उसके नाभिकुण्ड को शोख लिया तत्पश्चात उसके दसशीषों और भुजाओं को अन्य बाण से एक साथ काट डाला। सिरों और भुजाओं से रहित उसका धड़ तब पृथ्वी पर नाचने लगा।

विजयादशमी के पावन पर्व पर आपके समस्त दुर्गुणों पर आपके सदगुणों की विजय हो,आपके ज्ञान एवम सदगुणों का प्रकाश सर्वत्र फैले।यही प्रभु से प्रार्थना

Central trade unions call for 3-day protest in Nov

As many as 10 central trade unions today decided to hold a three-day protest in November to press for their 12-point charter of demands on minimum wage, social security and others.

In the national convention held the unions have decided to work for achieving and accelerating united struggle in all the sectors of the economy on respective demands, a joint statement by the unions said.

The unions have decided to launch their protest against government over giving no heed to 12-point charter of demands, the statement said.

“They will also stage massive three days dharna at National Capital from November 9-11, which is expected to be attended by lakhs of workers from all over the country,” it said.

The National Convention has also called upon the working people to “prepare for indefinite countrywide strike action against the anti people, anti national activities of the government”, the statement said.

The ten central trade unions are HMS, INTUC, AITUC,  CITU, AIUTUC, TUCC, SEWA, AICCTU, UTUC and LPF.

The statement said that the “convention noted with utter dismay that the government has been continuing to arrogantly ignore the 12 point Charter of Demands on minimum wage, social security, workers’ status and pay and facilities for the scheme workers, against privatization and mass scale contractorisation etc. being jointly pursued by the entire trade union movement of the country”.




We have been pointed out by our new auditor, Ms.B.D.Shetty & Co. that All India Life should maintain and keep the file ready for physical verification during the Audit.

This is in connection with our filing the Labour Return every year where the Auditors has to Certify that they have verified the total number of membership mentioned in our Labour Return form and is true. However, in recent years we have not maintained the practice owing of All India Membership list. Hence, we have to begin this exercise afresh immediately. We expect the co-operation of all the Units to give their list as per the following format of the name  of the member, BO/DO Working, Designation in LIC as on 01.01.2016 on priority basis and this exercise has to start immediately. We expect Units to mail us the list in a fothnigh time.
