DEBASISH PANDA, Addl. Secy.
A meeting was organized in Kolkata by the LIFE, kolkata unit for the benefit of the Temporary, Badli , part time workers of Eastern Zone. Our very own Shri S.S.Jain, who is an encyclopedia unto himself in the matter of CGIT case and has so far successfully defended the workmen in the Supreme Court, traveled all the way from New Delhi to address the meeting. He was welcomed by the LIC fraternity & workmen for his immense contribution to the organisation and particularly to the Delhi LIFE units as a Coordinator of the Divisional Offices.
He outlined the entire history of the NIT, CGIT, High Court and Supreme Court legal battles and brought to the knowledge of all present how LIFE, All india & Delhi Units had relentlessly fought for the workmen. He also answered with great patience to all the queries which were raised by the claimants present.
His entire speech has been recorded and shall be put on you tube channel of LUCKNOW LIFE for every one to benefit.
The meeting at Kolkata being addressed by theLIFE office bearers.
Our Colleagues of CBO Shri Ramesh, Shri Basant ji and Shri Siddiqui joined the membership of Life. Earlier in the week Shri Kamlesh also joined LIEA.
LIEA PROVES TO BE THE MOST VIBRANT AND HAPPENING ORGANIZATION OF LUCKNOW DIVISION.
Dear Friends, Sub: Short-listing of candidates with regard to CGIT case.
This is further to the guidelines given by the Central Office to Zonal Offices with regard to short-listing of candidates having worked up to 04.03.1991. It is now understood that Zonal Offices have directed the respective Divisional Offices under their jurisdiction to collect all the data & lists received from Central Office. Further, they have been asked to sort out the data/lists and short-list the candidates in accordance with the guidelines stipulated by the Central Office.
All Units are expected to be in touch with their respective Divisional Offices and give the list of our candidates in advance to P&IR Department/DO, which we had provided earlier while admitting the case in the Supreme Court i.e. candidates having worked as at 04.03.1991. At the same time, all Units should bear in mind that the conditions & guidelines laid down by the Central Office is not in the true spirit of the Supreme Court Judgment dated 09.08.2016. Hence, All India Life upholds the Contempt Petition filed and the same is expected to come up for hearing during July 2017, after the Supreme Court re-opens on 03.07.2017.
Meanwhile, All India Life would be submitting a supplementary list of candidates in the Supreme Court, who have genuinely worked/working temporarily in LIC up to 09.08.2016, but were not petitioners in the case. This was also informed to the C.O. Management during the discussion held by our Delegation on 25th instant.
General Secretary, AILIEA.
At the beginning of the discussion itself ED(P) told us that All India Life has filed the Contempt Petition, but why?
We told Management very clearly that you have failed to share with us since 22nd February 2017 and equally did not implement the Supreme Court Judgment dated 09.08.2015. The Management immediately acknowledged the same and proceeded for further discussion.

ALL INDIA LIFE OBJECTS TO ‘SIGN OUT’ IN BIOMETRIC AUTHENTICATION SUBMITS LETTER TO E.D.(P) TODAY
All India Life has raised objection to the Management’s direction to the Divisional Offices that wherever 2 Factor Biometric authentication is implemented; instructions are being issued for day end sign out.
Today we have submitted an Objection letter to E.D.(P), CO, saying that the above instructions are in gross violation of the Management’s information sharing with the associations/Unions during the proposal on biometric authentication that the same would be for log in attendance only. We have also cautioned the Management that any attempt against the mutual understanding would only vitiate the prevailing conducive atmosphere of Employees’ Relations.
CONTEMPT PETITION FILED BY ALL INDIA LIFE IN CGIT CASE OF BADLI/TEMP. EMPLOYEES
All India Life has filed Contempt Petition on 8th May 2017 with regard to the non implementation
of 9th August 2016 Judgment of the Supreme Court in CGIT case of Badli/Temp. Employees.
On 9th May 2017, our Advocate, Shri B.K. Pal personally served a copy of the same to Shri Mukul Rohatgi, Attorney General appearing on behalf of LIC. It may be noted that till date, All India Life is the only Petitioner to file the Contempt Petition.
THE CHARTER SUB-COMMITTEE WILL NOW SUBMIT THIS DRAFT ON CHARTER OF DEMANDS WITH REGARD TO THE NEW WAGE REVISION DUE AS ON 01.08.2017 BEFORE THE MEMBERS OF ALL INDIA WORKING COMMITTEE FOR APPROVAL OF THE SAME.
CHARTER SUB COMMITTEE FINALISES THE DRAFT FOR NEW WAGE REVISION
The Charter Sub-Committee of All India Life in its recent meeting at Bengaluru on 24th & 25th May 2017 has finalized the Draft for the coming Wage Revision due as on 01.08.2017. The previous round of the Charter Sub-Committee Meeting was held on 26th February 2017 at Surat.
All the remaining issues from Surat meet were discussed in details. The various expectations and demands received from various units & individuals were discussed at length to arrive at logical and meaningful conclusions which could be confidently placed before the management to secure a handsome wage revision, commensurate with our achievements and industry standards.
HIGHLIGHTS OF THE DRAFT CHARTER MEETING HELD AT SURAT (26th Feb. 2017) & BENGALURU (24th & 25th April 2017)
40% Wage Rise after 100% D.A. merger as on 01.08.2017
► 100% D.A. merger on the existing Pay-Scales as on 01.08.2017
► 40% Wage rise on the newly arrived pay-scales (existing pay-scales+100% DA merger as on 01.08.2017)
The rise is justified in view of the performance of LIC and in keeping the payment patterns prevalent in the industry and with the attribution of the hard work put in by all classes of the Corporation during the last 5 years, since the last charter became due.
Changes sought in Stagnation Increments
► Cap on number of stagnation increments be removed.
► All Cadres in Class III & IV be eligible for stagnation increments once in two years, till the date of retirement.
Allowances/Reimbursement be extended to Class III & IV also.
► Entertainment Allowances, Newspaper Reimbursement, Mobile usage & Mobile set reimbursement be also extended to Class III & IV Cadre employees.
House Rent Allowance (HRA) & City Compensatory Allowance (CCA).
► For the purpose of HRA , the nomenclature of the cities was reduced to TWO- A & B and the proposed HRA was @ 30% and 25%
► For the purpose of CCA, the nomenclature of cites was reduced to TWO-A & B and the revised CCA proposed are 10% & 8%.
The Two-tier City Class concept is justified because of the infrastructure development in the cities/towns under the current Class ‘C’ (in case of HRA & CCA). At the same time, the supply of rental houses is limited in comparison to demand in this Class ‘C’ Category. As a result, they need to be compensated at par with Class ‘B’.
► Monthly Medical Allowance at 3% on Basic Pay in lieu of Yearly Cash Medical Benefit has been proposed.
► Preventive Health Check-up facility be extended to all employees irrespective of age, every year along with the spouse. This Benefit should also be extended to all retired employees.
► Medi-Claim Scheme
New Group Mediclaim Policy should contain all features of the ‘’ Premier Mediclaim Policy’’ issued on 09/02/2017 by The New India Assurance Co. Ltd.
Few Special features are as follows:-
a) OPD Expenses for Dental treatment, health check-up, medicines etc.
b) Psychiatric treatment and psychosomatic illness coverage up to 5 lacs.
c) Obesity treatment coverage up to 5 lacs.
It is suggested that keeping intact the better features of the current scheme new features covering the health care needs of the employees containing in the above “Premier Mediclaim Policy” could be incorporated in the new Group Mediclaim Policy.
The Mediclaim cover should be extended to the” DIVYANG” siblings (brothers & sisters) and to unmarried sisters of the employees. In our Indian society an unmarried sister remains the concern of the employee even if the parents are alive but dependent on the employee.
It was suggested that in the face of falling interest rates and lowered productivity in the real estate sector due to demonetization, implementation of RERA and the policy of the Government to provide subsidy, the interest rate in the cadre loan should be reduced to 2% immediately.
The rate on market loan from HFL should also be commensurate with existing market loans. Alternately the subsidy should be maintained at 4.75% and it should be protected from the volatilities of the market.
► IEH/ECH loans (for the North east particularly) shall be treated as house-building loans without mortgage.
► Furnishing Loan
An additional loan of up to 10 lakhs for furnishing of house purchased/ constructed to be provided by LIC.
VEHICLE ADVANCE :
► Car Loan up to Rs.5 lacs be extended to Class 3 employees.
► 2-Wheeler advance be extended to the employees without any limit on number of occasions, once the previous loan is cleared.
► Cycle Advance up to Rs.7,500/- be extended to employees, every 3 years.
Desk Computer/Lap-top Advance
The Desk Computer/Lap-top should be interest free and the advance should also be available after every 3 years, without any restrictions.
► Income tax on perks and perquisites to be borne by LIC for Class 3 & 4 also as in the case of Class 1.
► Benefits in GSLI, LTC, Transfer Grant to Class 3 & 4 employees.
► There is an urgent need to open a Zonal Office at Guwahati for a better administrative control in the North East region which lies cut off from the rest of the country. It would also be in line with the official Government Policy to enhance the reach of all in the region.
► Class 3 & 4 Cadre postings in Satellite & Mini Offices be made.
► Rest Room in all Offices at BO/DO/ZO for lady employees be provided.
► Up gradation of existing Guest houses with AC in all rooms with self contained wash rooms. Online booking of Guest houses should be made compulsory for better transparency.
► Immediate notification for selection and recruitment of cashiers to hundreds of posts lying vacant across the Organization.
► Evolution of Cadre strength formula incorporating discussions with class 3 & 4 unions.
► Amendment in Staff Regulation to eliminate regulations which are against the tenets of natural justice.
► Fixing of a time frame to dispose of employee representations.
► Tea & coffee Dispensers in all Branch Offices.
SINCERE THANKS TO THE MEMEBRS/INVITEES OF THE CHARTER SUB-COMMITTEE:
We are indebted to the sincere efforts taken by the members/invitees of the Charter Sub-Committee in preparing a Draft on Charter of Demands. We also acknowledge the suggestions given/forwarded by our various Units/Office-bearers.
