CHARTER SUB COMMITTEE FINALISES THE DRAFT FOR NEW WAGE REVISION

The Charter Sub-Committee of All India Life in its recent meeting at Bengaluru on 24th & 25th May 2017 has finalized the Draft for the coming Wage Revision due as on 01.08.2017. The previous round of the Charter Sub-Committee Meeting was held on 26th February 2017 at Surat.

All the remaining issues from Surat meet were discussed in details. The various expectations and demands received from various units & individuals were discussed at length to arrive at logical and meaningful conclusions which could be confidently placed before the management to secure a handsome wage revision, commensurate with our achievements and industry standards.

HIGHLIGHTS OF THE DRAFT CHARTER
MEETING HELD AT SURAT (26th Feb. 2017) & BENGALURU (24th & 25th April 2017)

40% Wage Rise after 100% D.A. merger as on 01.08.2017

► 100% D.A. merger on the existing Pay-Scales as on 01.08.2017
► 40% Wage rise on the newly arrived pay-scales (existing pay-scales+100% DA merger as on 01.08.2017)

The rise is justified in view of the performance of LIC and in keeping the payment patterns prevalent in the industry and with the attribution of the hard work put in by all classes of the Corporation during the last 5 years, since the last charter became due.

 

Changes sought in Stagnation Increments
► Cap on number of stagnation increments be removed.
► All Cadres in Class III & IV be eligible for stagnation increments once in two years, till the date of retirement.

Allowances/Reimbursement be extended to Class III & IV also.
► Entertainment Allowances, Newspaper Reimbursement, Mobile usage & Mobile set reimbursement be also extended to Class III & IV Cadre employees.

 

House Rent Allowance (HRA) & City Compensatory Allowance (CCA).

► For the purpose of HRA , the nomenclature of the cities was reduced to TWO- A & B and the proposed HRA was @ 30% and 25%
► For the purpose of CCA, the nomenclature of cites was reduced to TWO-A & B and the revised CCA proposed are 10% & 8%.

The Two-tier City Class concept is justified because of the infrastructure development in the cities/towns under the current Class ‘C’ (in case of HRA & CCA). At the same time, the supply of rental houses is limited in comparison to demand in this Class ‘C’ Category. As a result, they need to be compensated at par with Class ‘B’.

MEDICAL BENEFITS:

► Monthly Medical Allowance at 3% on Basic Pay in lieu of Yearly Cash Medical Benefit has been proposed.

► Preventive Health Check-up facility be extended to all employees irrespective of age, every year along with the spouse. This Benefit should also be extended to all retired employees.

Medi-Claim Scheme
New Group Mediclaim Policy should contain all features of the ‘’ Premier Mediclaim Policy’’ issued on 09/02/2017 by The New India Assurance Co. Ltd.

Few Special features are as follows:-
a) OPD Expenses for Dental treatment, health check-up, medicines etc.
b) Psychiatric treatment and psychosomatic illness coverage up to 5 lacs.
c) Obesity treatment coverage up to 5 lacs.

It is suggested that keeping intact the better features of the current scheme new features covering the health care needs of the employees containing in the above “Premier Mediclaim Policy” could be incorporated in the new Group Mediclaim Policy.
The Mediclaim cover should be extended to the” DIVYANG” siblings (brothers & sisters) and to unmarried sisters of the employees. In our Indian society an unmarried sister remains the concern of the employee even if the parents are alive but dependent on the employee.

HOUSING LOAN

It was suggested that in the face of falling interest rates and lowered productivity in the real estate sector due to demonetization, implementation of RERA and the policy of the Government to provide subsidy, the interest rate in the cadre loan should be reduced to 2% immediately.

The rate on market loan from HFL should also be commensurate with existing market loans. Alternately the subsidy should be maintained at 4.75% and it should be protected from the volatilities of the market.

► IEH/ECH loans (for the North east particularly) shall be treated as house-building loans without mortgage.

► Furnishing Loan

An additional loan of up to 10 lakhs for furnishing of house purchased/ constructed to be provided by LIC.

VEHICLE ADVANCE :

► Car Loan up to Rs.5 lacs be extended to Class 3 employees.

► 2-Wheeler advance be extended to the employees without any limit on number of occasions, once the previous loan is cleared.

► Cycle Advance up to Rs.7,500/- be extended to employees, every 3 years.

Desk Computer/Lap-top Advance

The Desk Computer/Lap-top should be interest free and the advance should also be available after every 3 years, without any restrictions.

Other Demands

► Income tax on perks and perquisites to be borne by LIC for Class 3 & 4 also as in the case of Class 1.

► Benefits in GSLI, LTC, Transfer Grant to Class 3 & 4 employees.

► There is an urgent need to open a Zonal Office at Guwahati for a better administrative control in the North East region which lies cut off from the rest of the country. It would also be in line with the official Government Policy to enhance the reach of all in the region.

► Class 3 & 4 Cadre postings in Satellite & Mini Offices be made.

► Rest Room in all Offices at BO/DO/ZO for lady employees be provided.

► Up gradation of existing Guest houses with AC in all rooms with self contained wash rooms. Online booking of Guest houses should be made compulsory for better transparency.

► Immediate notification for selection and recruitment of cashiers to hundreds of posts lying vacant across the Organization.

► Evolution of Cadre strength formula incorporating discussions with class 3 & 4 unions.

► Amendment in Staff Regulation to eliminate regulations which are against the tenets of natural justice.

► Fixing of a time frame to dispose of employee representations.

► Tea & coffee Dispensers in all Branch Offices.

MINISTRY OF FINANCE NOTIFIES

1) ENHANCEMENT OF P.L. ACCUMULATION 2) PATERNITY LEAVE

 

Enhancement of P.L. Accumulation :-

The Ministry of Finance on 28th April, 2017 notified the enhancement of Privilege Leave accumulation from 240 days to 270 days by amending LICI (Staff) Rules, 1960 in rule 19 (4).

However, it is to be clarified that on retirement, encashment of Privilege Leave is up to 240 days.

Central Office would be issuing Administrative instructions shortly.

 

Paternity Leave :-
The Ministry of Finance on 28th April, 2017 notified the Paternity Leave in Rule 66A of LICI (Staff) Rules, 1960. It says as follows:-

  1. The competent authority may grant to a male employee having less than two surviving children, paternity leave for a period of 15 days during the confinement of wife.
  2. The Paternity Leave may be combined with leave of any other kind except Casual Leave.
  3. The Paternity Leave shall not be debited against the leave account.
  4. The Paternity Leave shall be utilized by the employee within a period of six months from the date of delivery of the child and may be applied within a period of 15 days before the expiry of the said period of 6 months.

BENGALURU ON 24TH & 25TH APRIL 2017

 

 

1 मई मज़दूर दिवस का क्रांतिकारी अभिनंदन

अंतरराष्ट्रीय मज़दूर दिवस, श्रमिक दिवस, काम के आठ घंटे की अवधारणा साकार दिवस पर संपूर्ण श्रमिक वर्ग को हार्दिक बधाई और शुभकामनाएं तथा शिकागो के उन बलिदानी साथियों को जिन्हें इस उपलब्धि को अर्जित करने के लिए अपने प्राणों की आहुति देनी पड़ी उन शहीदों को नमन एवं भावभीनी श्रद्धांजलि, विश्व का संपूर्ण मज़दूर वर्ग उन चार साथियों का ऋणी है जिन्हें 1 मई 1886 के, शिकागो के हेमार्केट में काम के घंटे 8 किए जाने के लिए एक प्रदर्शन के दौरान, किसी अनजान व्यक्ति द्वारा बम विस्फोट किए जाने के परिणाम स्वरुप, आरोपी करार दिया गया और 1887 में उनको फांसी दे दी गई, आज हमारे कार्यावधि को 10 से 5 तक सीमित करने की आधारशिला उन्हीं शहीदों ने रखी वर्ना उससे पूर्व कार्य के समय की कोई सीमा नहीं थी 12 से 16 घंटे कार्य एक आम बात थी मज़दूर वर्ग का सर्वांगीण शोषण एक साधारण बात थी। मज़दूर वास्तव में वह वर्ग है जो श्रम के बदले अर्थ कमाता है इस वर्ग को कई श्रेणियों में विभक्त किया जा सकता है पर मुख्यतः दो वर्ग है संगठित एवं असंगठित, पर आज भी विडंबना है कि संगठित या कार्यालय में कार्यरत को तो यह लाभ मिलता है पर अन्य वर्ग आज भी शोषित है महिलाओं को काफी जगहों पर शोषण तथा असमानता का शिकार होना पड़ता है इतना ही नहीं बाल मज़दूरी समाज में एक दुष्कृति एवं कलंक बन चुकी है आज भी 2000 से 3000 तक मेहनताने पर लोग काम करने को विवश हैं, निजी क्षेत्र में आज भी घंटों की सीमा समाप्त हो गई है, यद्यपि बाल मज़दूर तथा ट्रैफिकिंग पर नोबेल पुरस्कार विजेता कैलाश सत्यार्थी ने अपना जीवन न्यौछावर कर दिया पर यह तपते रेगिस्तान में एक बूंद के समान है क्योंकि बाल मज़दूरी के मूल में भूख है और भूख अभी तक बाकी है असमंजस में हूँ कि १ मई को शिकागो के बलिदानियों को श्रद्धांजलि अर्पित करूं या 8 घंटे की उपलब्धि पर बधाई दूं वैसे तो भारत में मई दिवस 1923 से मद्रास दिवस के रूप में मनाया जा रहा है पर वास्तव में श्रमिक सुधार 1942 से प्रारंभ हुए जब बाबा साहेब भीम राव अंबेडकर जी को श्रमिक समिति का सदस्य मनोनीत किया गया, उन्होंने श्रमिक कानूनों में उल्लेखनीय सुधार किए, काम के घंटे 8 किए, महिलाओं के लिए काम के समय के साथ खान में काम करने पर प्रतिबंध तथा सवैतनिक प्रसूति अवकाश का प्रावधान किया, यद्यपि बहुत कुछ किया जा चुका है पर अभी भी बहुत कुछ किया जाना शेष है 1 मई मज़दूर दिवस पर आप सभी का क्रांतिकारी अभिनंदन तथा बधाई और शुभकामनाएं,

PL limit extended

As per Government Of India Notification bearing number 326 dated 28.4.2017 following benefits are added for employees of LIC of India.

1, Maximum accumulation of P.L. to credit of leave account is increased to 270 days (in place of 240 days earlier)

2. Introduction of new leave named as paternity leave to male employees in service.

Following are some of the conditions..

6. In rule 69 of the said rules, in sub-rule (5), for the words “and Quarantine Leave” the words “Quarantine Leave and
Paternity Leave” at both the places shall be substituted.

CHARTER SUB-COMMITTEE MEETING AT BENGALURU:

            The final round of Charter Sub-Committee Meeting will be held on 24th & 25th April 2017 at Bengaluru.  The Committee after finalizing the draft would be circulating the same to all Units for further suggestions and opinions before submitting the same to the Management.

 

CGIT CASE  – IMPLEMENTATION OF SUPREME COURT VERDICT

          We are given to understand that Management has still not initiated the process for implementation of the Supreme Court verdict related to CGIT Case of Badli/Temporary Employees.  You may be aware that All India Life had served a Legal Notice dated 15.03.2017 asking the Management to implement the Supreme Court Judgment dated 9th August 2016 at the earliest.

 

INITIAL FUND CONTRIBUTION TOWARDS 25TH BIENNIAL CONFERENCE

            We would like to remind the remaining Units, who have yet to transfer the Initial Fund to All India Life, may do the same latest by 2nd May 2017.  A Special Circular “KANCHANJUNGA EXPRESS” will be circulated on 3rd May 2017 mentioning the names of the Units & their Initial Fund contribution.  Meanwhile, the printing of the Advertisement Tariffs & Donation Coupon Books is under progress and would be dispatched soon.

 

JOINT FRONT SUSPENDS THE AGITATION PROGRAM

The Joint Front Delegation consisting of 6 Associations/Unions namely NOINO, BVKS,NOIW/BMS, ALL INDIA LIFE (HMS), AINLIEF (INTUC),AINLIOC (INTUC) met Shri Sharad Shrivastva, ED(P) on 16.03.2017 and submitted a Joint Letter.
It was brought to the notice of the Management that employees are dejected by the casual approach on long pending agreed issues like the 5 Days a Week. Similarly, no serious effort is being made for one more pension option and unilateral decision being taken on TMP, against the feelings of the
employees and interest of the Corporation.


The Joint Front Delegation mentioned that they expected some positive developments on pending
benefits during 27 February 2017 Information Sharing Session. But the outcome of that Session has now forced the Joint Front to give a call to all employees & officers for no extra co-operation after Office hours from 20th March and if stalemate continues, would be constrained to go on Mass Casual Leave on 31st March 2017.
Since then after 20th March 2017, E.D.(P) held series of discussions with the Joint Front and during these meetings informed that the concern of the Joint Front has been conveyed to the Finance
Ministry personally by the LIC Officials. But Joint Front Delegation insisted they wanted the
Management to follow up the pending issues on priority basis with firm assurances.
On 30th March 2017 morning again talks were held with E.D.(P) & his team. Then Shri Hemant Bhargava, Managing Director invited the Joint Front Delegation to break the impasse in the presence of Shri Sharad Shrivastva, E.D.(P) and his ER Team.
The Joint Front Delegation had a detail discussion with the Managing Director. At the outset, he appealed to the leaders to withdraw the ongoing agitation in light of the situation prevailing in the industry with regards to the business.
The Delegation responded by saying that they represented a matured & responsible trade union
and was equally concerned with the wellbeing & prosperity of the Industry. It was pointed out that
they waited patiently for more than 17 months for the management to honor its written commitment
on the issue of 5 Days a Week. The Delegation also reminded the management that in the previous wage revision, the management had promised to consider granting one more (final) option for pension after conclusion of that wage revision, a commitment that has not been fulfilled so far.
The Delegation also minced no words in pointing out that the recent happenings gave an
impression to the employees that the management was not serious about these issues. The employees
were waiting with all their patience about some updates in the Information Sharing session on 27th
February 2017. However, they were sorely disappointed when these contentious issues failed to find a mention in the Chairman’s speech. It was also pointed out that this impression was further strengthened because of the fact that there was no correspondence to the to the Department of Financial Services on the issue of pension option for more than three years. Thus, after waiting for a considerable period of time, if it was decided to resort to peaceful & democratic means of agitation, the Associations/Unions were entitled to do so.

Demonstration across different Zones

Shri Hemant Bhargava, M.D. then informed the Delegation that management was serious about the commitment given in these issues. He listed out some of the recent efforts recently (after our
agitation started) to address the issue of 5 days a week. He also made it amply clear that management
is firm on the parity within the insurance industry (meaning GIC pattern of weekly off). He also
maintained that once the issue was sent for notification to the Government, now it would not be
possible for the management to issue instructions on its own. He also informed that the Finance
Ministry has been intimated about the ongoing agitation of the joint front on these three issues. In
reply, the Finance Ministry has also sought details about our agitation & the issues concerned.
It was also informed that GIC has given a formal proposal for pension option. The Delegation in reply insisted that LIC should also take up the matter formally. The management has agreed to do so.
On TMP, Shri Hemant Bhargava said that it would not be used as a tool to harass anybody. The
Delegation responded by saying that the management had not kept its commitment of inviting the unions for discussions on this subject before issuing instructions. It was suggested that as the situation in each Zone is different & the decision making has been largely delegated to the Zonal Managers, instructions should be given to all Zones to conduct Information Sharing meeting on this
issue & evolve a consensus. The MD agreed to this suggestion and said that he would be shortly talking
to the Zonal Managers.
The Delegation then on the appeal made by M.D for withdrawal of all agitations, insisted on the
writing assurance on the issues concerned, which was subsequently given. The letter also takes in to
cognizance the sentiments of the people. It also states about the recent efforts on these issues. It
also contains the standing by the commitment & regular follow-up with ministry officials for early
resolution of all pending issues including 5 days week & final option for pension.
The Joint Front in its immediately held review meeting decided to suspend all its agitation program. It was also agreed to have mutual consultations and decide about the future strategy
to resolve these pending issues at the earliest.

JOINT FRONT AGITATION SUSPENDED ON WRITTEN ASSURANCE FROM MANAGEMENT

To: All Zonal/Divisional Units:
Dear Friends,

We are pleased to share with you the developments that took place today. Since morning, Management engaged the Joint Front in discussions and earnestly made an appeal for withdrawal of the agitation program. This was the third meeting with the E.D.(P) since last week. However, Joint Front reiterated that management represented by Chairman/MD, should assure
the Joint Front about its seriousness in the matter. During the noon hours, Managing Director, Shri Hemant Bhargava invited the Joint Front and also asked ED(P), Shri Sharad Shrivastav, Smt. Tarni Hindoyar, Chief (P) & Shri M.C. Chaturvedi, Secretary (ER) to be present in the discussion.
At the outset, the Managing Director informed the Representatives of Joint Front that the top Management Of icial had personally informed the Finance Ministry during their visit to Delhi
last week itself about the ongoing agitation of the Joint Front in LIC. They have also requested the Finance Ministry to take up the 5 Days Week issue on priority basis. With Regard to the Final
Option for Pension, it was informed that Management is in touch with the Government and would be informing the Joint Front in the matter. Regarding TMP, Joint Front Representatives made it
clear that they were against the implementation of the same and the Associations have given their feedback likewise to the Management in the past. Hence, Management should respect the
feedback of the Associations. Management noted the same.
Managing Director then requested the Joint Front to withdraw the agitation program since
Management assures to do the needful. However, Joint Front expressed that Management
should give their assurances and appeal in writing, which can only enable them to reconsider
their decision. Management by early evening, addressed to the General Secretaries of the
various constituents of the Joint Front and in writing gave their assurances and appealed for withdrawal of all agitations in the interest of the Corporation.
The Joint Front Representatives subsequent to the written appeal by the Management had a review meeting and later unanimously decided to suspend the agitation program.

Friends, I take this opportunity to thank all our leaders at Zonal/Divisional Units for their untiring efforts since the 20
th March 2017 by co-coordinating with the Joint Front at your level and
holding various gate-meetings and educating the members.
You may very much be aware that in the beginning of this year itself, All India Life took these issues very seriously, particularly with regard to TMP. Your General Secretary met E.D.(P)
on 18th January 2017 and expressed serious concern on the Management’s lack of Information Sharing on issues related to employees benefits and on the other side was unilaterally active in
bringing out the policies which were not in the interest of the employees and detrimental to the Corporation.
All India Life on its own began the Batch Wearing Program on 25th January 2017
especially against TMP and demanding 5 Days Week as per GIPSA pattern. All India Life was invited by NOINO who made ef orts in forging a Joint Front which would challenge the
Management’s lethargic attitude on 5 Days Week notification, on demand for one more Option for Pension and against TMP. All India Life at the time of Invitation by NOINO, had option to align
with so called prominent Associations, who pretend sleeping on the employees benefits & issues thereby co-operating with that Management who only claim to have done “follow-up” during last
17 months. They were not interested in joining this neither Joint Front nor take initiative on common lines. But All India Life displayed the courage of joining and strengthening hands with the genuine forces, which were equally, concerned about the LIC employees. Also All India Life leadership could have played safe just orally playing with the emotions of the members but it mustered courage to challenge the management and resort to Strike if necessary along with the
Joint Front, come what may rather than continue to remain in the cocoon. The decision would not have been a popular one, given the increasing self-centric attitude among the employees/members. This is unfortunate in spite of serious challenges posed by various
anti-employees policies and no assured benefits forthcoming even after being patience for over 17 months, as a result our next charter will be getting due in couple of months. But your All India
Life leadership was ready to do its job, even if it meant for criticism, since the principles for what an Employees’ Association stands for cannot be compromised, when all options were exhausted during this long one and half year period.
Friends, we have made a healthy beginning. Today, All India Life stands tall. We have now to educate our members how All India Life stands on principles and hence we should be
prepared for any agitation or sacrifice, at times, if our purpose has to be achieved. Leaders should also be prepared to walk the talk, for leading the Association like ours in a respected way.

Agitation suspended on written assurance from management

JOINT FRONT INFORMATION
30.03.2017

Today, the ED(P) invited the joint front leaders for the third time & appealed to withdraw the agitation in the light of March closing. We reiterated that without a firm written assurance, it would not be possible for us to do so.

After some time, we were invited by MD, Shri Hemant Bhargava for discussions. Besides the MD, the management was also represented by the ED(P) Shri Sharad Shrivastav:; Smt Tarni Hindoyar, Chief(P) & Shri M C Chaturvedi, Sec(P).
   The discussions went on for about 45 mins in first round & each issue was discussed thread-bare. The MD initiated the discussion & appealed us to withdraw the ongoing agitation in the light of March closing. He also said that the management was trying its best to resolve the pending issues of 5 days week & pension option.
After a small break the discussion continued and as demanded by joint front unions *management has given a written assurance* on these issues.
In response to this joint front unions has suspended the call of mass CL and No Extra Co-operation

भारतीय टेबल टेनिस संघ में, विभिन्न समितियों के सदस्य मनोनीत किए जाने पर, भारतीय जीवन बीमा निगम में कार्यरत रत हमारे अभिन्न मित्र व सहकर्मी पराग अग्रवाल को हार्दिक बधाई और शुभकामनाएं, यह अवसर इसलिए लिए भी अधिक महत्वपूर्ण हो जाता है क्योंकि एेसा पहली बार हुआ है कि उत्तर प्रदेश से किसी को पहली बार यह अवसर प्राप्त हुआ है, मैं अपनी ओर से तथा भारतीय जीवन बीमा निगम लखनऊ मंडल में कार्यरत रत सभी सहकर्मियों की ओर से साथी पराग अग्रवाल की इस अभूतपूर्व विलक्षण उपलब्धि पर हार्दिक बधाई देते हैं और उनके उज्ज्वल भविष्य की मंगल कामना करते हैं, ईश्वर से प्रार्थना है कि साथी पराग प्रगति के उच्चतम प्रतिमान स्थापित कर हमें और हमारे निगम को गौरवान्वित करते रहें। वास्तव में साथी पराग नें यह स्थान अपने कठिन परिश्रम, अटूट निरंतरता, अदम्य साहस, कर्त्तव्यपरायणता, त्याग भावना, समयबद्धता, सहज स्वभाव, विनम्र भाव, मृदु भाषिता, सद्चरित, लक्ष्यभेदी प्रवृत्ति तथा कर्म प्रधान मानसिकता एवं अन्यान्य अगणित, अद्वितीय, अनुपम, अतुलनीय अन्तर्निहित सद्गुणों के आधार पर अर्जित किया है अतः इस उपलब्धि का संपूर्ण श्रेय केवल और केवल साथी पराग अग्रवाल को ही जाता है मैं हृदय की गहराईयों से से अनुज की भूरि-भूरि प्रशंसा करता हूँ, उन्हें बधाई और शुभकामनाएं प्रेषित करता हूँ और उनके उज्ज्वल भविष्य की पुनि-पुनि मंगलकामना करता हूँ.
